A Comparison of U. S. and Canadian Consumers' Willingness to Pay for Red-Meat Traceability AgEcon
Dickinson, David L.; Hobbs, Jill E.; Bailey, DeeVon.
Auction experiments at locations in the US and Canada are used to determine consumers' willingness to pay for red-meat traceability and other enhanced food characteristics. Consumers in both countries are found to be willing to pay a positive amount for traceability, but would pay even more if traceability were bundled with other characteristics such as animal welfare or enhanced food safety. The results suggest a larger Canadian market for traceability, on a percentage basis, for beef than in the US.

A Qualitative Assessment of the Benefits and Costs of On-Farm Food Safety and Environmental Farm Plans in the Beef Sector AgEcon
Kerr, William A.; Wasylyniuk, Chad R.; Hobbs, Jill E.; Larue, Bruno; Gervais, Jean-Philippe; Gray, Richard S..
This series of six reports entitled: "On-Farm Food Safety and Environmental Farm Plans: Identifying and Classifying Benefits and Costs" was initiated soon after the launch of the Agricultural Policy Framework (APF) in 2002. The APF recognized the importance of food safety and environmental concerns for the future growth of the agriculture and Agri-food sector. For this reason, Agriculture and Agri-Food Canada (AAFC) commissioned this series of reports to develop a conceptual framework to strengthen our understanding of the potential benefit and cost implications of On-farm Food Safety (OFFS) and Environmental Farm Plans (EFP) that were key components of the APF. The reports were prepared by a group of academics with extensive knowledge of the agriculture...

CONSUMER DEMAND FOR TRACEABILITY AgEcon
Hobbs, Jill E..
Consumers have become more discerning in their food consumption choices. Food safety and food quality issues have moved to the forefront of consumer concerns, industry strategies, and in some cases, government policy. A variety of private sector and public policy traceability initiatives have emerged, partly with the objective of reducing consumer information asymmetry with respect to food safety and food quality attributes. This paper examines the role of traceability systems in the food industry and distinguishes between ex-post traceback systems and ex-ante quality verification systems. Examples of voluntary private sector livestock traceability systems and public sector traceability programs are discussed, including the trade implications of...

Dimensions of Competitiveness: Lessons from the Danish Pork Industry AgEcon
Hobbs, Jill E..
Conventional evaluations of industry competitiveness tend to focus on a narrow range of production cost variables. Using these criteria, we would expect industries such as the Danish pork industry to be uncompetitive relative to the pork industries of Canada and the United States, given relatively high input costs and legislative limits on farm size for environmental reasons. Yet Denmark accounts for 25 to 30 percent of global pork exports. To explain this apparent paradox, a broader conception of what is meant by “competitiveness” is required. Included in this broader perspective are the effects of transaction costs, vertical supply chain linkages, the policy environment, and competitive pressures, along with traditional measures of production costs and...

Farm Animal Welfare and Quality Verification AgEcon
Uzea, Adrian D.; Hobbs, Jill E..
Existing empirical evidence suggests that farm animal welfare may not be a top-of-mind issue for many consumers in North America. Nevertheless, there is pressure from animal welfare groups on food retailers and processors to implement more stringent requirements for their suppliers. Is the demand for more stringent animal welfare protocols primarily determined by a subset of consumers with very strong preferences or by an underlying change in consumer and societal preferences? Who do consumers trust for credible quality assurances with respect to farm animal welfare attributes? This paper provides a basis for further analysis of these issues. The roles of different stakeholders in delivering farm animal welfare quality assurances to consumers are first...

Food Authenticity, Technology and Consumer Acceptance AgEcon
Hobbs, Jill E.; McDonald, Jillian; Zhang, Jing.
Traceability and authenticity issues have gained increasing prominence in food markets and create both opportunities and challenges for the food industry in providing credible information to consumers. Internal molecular tagging is an emerging technology with the potential to deliver traceability and authenticity assurances. A key question for the food industry in adopting new technologies is consumer acceptance. This paper explores consumer attitudes toward traceability and authenticity and the role of information in affecting consumer acceptance of new technologies, using molecular tagging as an example. Data were gathered from an online survey conducted in Canada in December 2010. To determine whether product-specific effects exist, two versions of the...

Food QUALITY VERIFICATION: WHO DO CONSUMERS TRUST? AgEcon
Hobbs, Jill E.; Innes, Brian G.; Uzea, Adrian D..
Food markets are increasingly characterized by an array of quality assurances with respect to credence attributes, many of which relate to agricultural production methods. A variety of organizations are associated with these quality assurance claims, including private, third party and public sector organizations. How do quality verifications from different sources affect consumer food choices? Who do consumers trust for assurances about credence attributes? This paper draws upon two recent studies to explore Canadian consumer attitudes toward environmental quality claims in a bread product and animal welfare quality claims in a pork product, along with attitudes toward quality verification from different sources. Analysis from two discrete choice...

Food Safety Incidents, Collateral Damage and Trade Policy Responses: China-Canada Agri-Food Trade AgEcon
Liu, Huanan; Hobbs, Jill E.; Kerr, William A..
As markets become globalized, food safety policy and international trade policy are increasingly intertwined. Globalization also means that food safety incidents are widely reported internationally. One result is that food safety incidents can negatively impact products where no food safety issue exists as consumers lose trust in both foreign and domestic food safety institutions. While the policy framework for dealing with directly effected imported foods is well understood, how to deal with the market failure associated with indirectly affected products within the existing trade policy rules has not been explored. Using the example of China’s 2007 problems with a spate of products safety incidents, a theoretical framework is developed and the response of...

GMOs: The Economics of Consumer Food Safety Issues AgEcon
Hobbs, Jill E.; Plunkett, Marni D..
The controversy over genetically modified (GM) foods has swept across Europe and is beginning to make inroads into the North American consumer market. It is set to become a thorny trade issue between the European Union (EU) and the United States. The issue is important, not least because of the potential scale of the problem. There has been a rapid adoption of GM crops by U.S. corn and soybean and Canadian canola producers. Approximately 57 percent of the U.S. soybean harvested acreage in 1999 was in herbicide-tolerant GM varieties (ERS). Soya is a staple in food processing, with approximately 60 percent of processed foods containing soya or soya derivatives. Canola is an important crop on the Canadian prairies. Although estimates vary, the percentage of...

Since the seminal work of Adam Smith, markets have been considered an efficient tool for co-ordinating the behaviour of economic agents. The basic characteristic of a market economy is that the complex system of interaction among individuals is not centrally coordinated. Under the assumption of profit and utility maximisation (and a whole set of assumptions about the institutional framework), relative prices and their change over time provide the signals that guide, like an invisible hand, the allocation of resources, i.e., the structure of production and the intensity of input use in the various production processes. They do this by co-ordinating the activities of economic agents, i.e., of resource owners, producers, intermediaries, traders, and...

International Flower Networks: Transparency and Risks in Marketing Channel Choice AgEcon
Wijnands, Jo H.M.; van der Lans, Karin; Hobbs, Jill E..
Two thirds of Kenyan cut flowers are marketed through Dutch flower auctions, while the remainder is marketed directly to retailers. Auctions do not restrict the volumes marketed; however price determination is based on a spot market. A Transaction Cost approach is used to investigate the differences in marketing costs between the channels. The results suggest that there are no differences between the channels in terms of uncertainty about prices, finding buyers or transparency of quality standards. Auction growers pay a higher marketing fee but they have significantly fewer office employees and flower varieties compared to growers who market directly.
